When a Menu line begins and finishes with an " ' ", it will not be displayed whether in original nor in translation. Therefore failures when translating are occuringe, since people forget to insert them again.
Should be displayed in Original, or left away and inserted automatically in transaltion, when present in original file.

I don't know which version you are using, but in the latest version (at least), the text is displayed but the quotes are not. IniTranslator does remember the quote character so when you asave the file, it is readded to the string. You can see the values of the original string and the quote char detected by IniTranslator if you open Tools-View all properties

Do you mean "Plugins -> View all properties"?
There the " ' " are visible, but only showing up for the originals. But it´s not the windows for working effectively, I fear...

I didn't mean you should use "View all properties" to edit the file, just to check that the quotes are visible. If you want to edit the file and see the quotes, you can use either "Plugins-Tree View Editor" or "Plugins-Alternate List Editor".
There are still other problems with this file, though: the missing search patterns at the end of the file and the duplicate items that show up as empty items in the main list. The duplicates I can't do anything about, but maybe I can do something about the missing search patterns.
Which version of IniTranslator are you using?

my Version is 1.9.0.42.
For the other issue the workaround with a dummy-line may help for a while, since that section won´t be changed heavily...
