when html has this tag : <a href="#">, program create
<fo:basic-link color="#0000ff" text-
decoration="underline" internal-destination="">

Internal-destination="", and FOP say "internal-
destination or external-destination must be specified in
basic-link"

if I change value : Internal-destination="#", its work
right.
