This is not a bug. It is the intended functionality.
The right button is just a popup menu launcher not a selector. When the popup menu appears the "sensitive" items displayed are dependent on (among other things) the current selection if any. I.e. some items are sensitive when there is no selection and will apply to the whole work space, some apply to unique selections (i.e. a single file) and others apply to multiple file selections.
Selection is done with the left button and the Control key. Left button alone makes a single selection and in conjunction with the control key extends the selection. Using the right button as an additional selection mechanism would break the ability to have multiple items selected.
