If WMP can play it, it's most likely not a codec issue. In fact, it's an MP3 stream, but for some reason MPC doesn't realize it, so it's trying to download it and play it afterward. Winamp plays it just fine too.

You need to find out what codec the thing you're trying to play uses to start with.
If you install the K-Lite Codec Pack which includes media player classic, it installs all the codecs and sets it all up for you.

Well in that case, it'll probably be a simple case of file type association.
K just needs to reset the filetype of the stream to be run with media player classic.
That's not it either. Pasting the URLs to the playlist..

..directly into MPC have the same result and doesn't involve file associations at all.
But do you know if MPC can even play mp3 streams?
I tried this with VLC and it worked fine.
I used VLC to save the stream to a .mp3 file and MPC played it back fine. Just looks like it can't play the type of stream from this web site.
I tried MPC with another mp3 streaming site and it couldn't do it.
So looks like its either broken or it can't do Streams.
Remember MPC is rather out of date and hasn't had any serious updating for years. (I don't count the Home cinema version as that is broken too). :-)

MPC pays SHOUTcast MP3 streams just fine.
I think it's something to do with that stream. I seem to recall someone reporting the same type of problem a while back...
I'm actually using CLID's Guliverkli2 build myself.
Or try XMPlay. Lightweight and responsive. Plays everything but Real streams and will save the streams while playing (except WMA).
