#21 Order of tools is not consistent

The order of the tools in the toolbox changes with
every reload of Guido.

programmer note: This is probably due to hash usage
somewhere, but need to verify. The order probably be
alphabetic to keep things predictable. Allowing the
user to specify the order of the tools would be more
trouble than it's worth.
