Broken zh_TW and zh_CN translation in desktop entry

The simplified and traditional Chinese translation in
grip.desktop are broken. They are not in UTF-8, nor do
they appear to be in GB or Big5 (using iconv).
Additionally, the encoding key should be added e.g.
"Encoding=UTF-8".
"LegacyMixed" is deprecated, so Encoding may only be
"UTF-8". Under "UTF-8", no locale tags (i.e. Key[tag])
may contain an encoding suffix i.e. Name[zh_CN.gb2312]
not legal.
Patch attached fixes the above issues.
a. zh_CN.gb2312 and zh_TW.big5 is removed.
b. Name is left untranslated, following others
c. new zh_CN/zh_TW translation for Comment is in UTF-8.
