#5 tracker items to mailing list

users who aren't submitting, assigned, monitoring bugs,
or visiting the SF project website regularly are
missing out on bug reports and the attached discussion
threads. i'd like to see one of the following happen:

(A) bugs reports / feature requests / etc go to a new
"gmod-tracker" list
(B) reports go to the appropriate list (i.e. pubsearch
bugs go to pubsearch list, chado bugs to gmod-schema...
etc).

not sure if it is possible to have all msgs sent to a
mailing list. for (B), if it isn't possible to send
only msgs from a certain category, we should be able to
set up filters in mailman admin to only allow
appropriate msgs through.
