mailing list moves to osmocom.org

It has been a few years ago when I and Osmocom.org adopted the abandoned
OpenGGSN project. Initially I tried to keep everything as it was, but
the fact is that we have our own project infrastructure and don't use
sourceforge.net.

As a result, nobody of the active develoeprs is noticing posts to the
ggsn-devel mailing list, and some developers are not actually aware
there is such a list.

Thus, I am moving/including this list into the
osmocom-net-gprs@... mailing list, which serves for
discussions related to open source implementations of all of the GPRS
network elements, namely (at this point) OsmoPCU, OsmoSGSN and OpenGGSN.

I will delete the sourceforge list soon.
