I have translated several .c files into the Lithuanian language. If I translate more files you add them in the next assembly ? Program language depends on regional settings?
But you should translate development version of gerbv and translation file
should be only one, see attached file which I compose from yours
attribute.po and gerbv.po. I added gEDA copyright in composed lt.po file.
You should add Plural-Forms string and check "fuzzy" messages in lt.po file,
translate more messages and send file here.

Current lt.po statistic (from msgfmt -cv lt.po):
8 translated messages, 19 fuzzy translations, 598 untranslated messages.
If "regional settings" question is about Windows, then I am sorry to say, gerbv require some fix in source code to set translation files directory.
