Of course. For example like Lorem ipsum generator on http://lipsum.com/ . This tool can generate latin-like text logically structured in paragraphs, lists ... considering options (number of paragraphs, number of words ...) you can choose manually.
There are also some links on this page, where you can find (mostly open-source) projects which have this "tool" (gtklipsum (rgtk lipsum frontend), java class ...) implemented.

It could work like an extension or plugin which would generate this text perhaps into a new window, where someone can copy chosen parts into a document (Or simply directly into the document).

Well, I don't see any need for this feature since c&p of a normal text file, storing lorem ipsum, works fine for this (IMHO). Anyway. I'm going to write a little plugin for it.
