#75 Allow to restrict JAPE phase to containing annotations

Make it possible to specify an annotation in the phase header so that all processing of that phase is restricted to those parts in the document that are covered by such an annotation. The execution of the phase should take place for each covering annotation, no matter if such annotations overlap or not.

    The segement by segment processing PR is a rather complex and big-overhead way to do this, depends on using composite documents and internal temporary corpora and probably will have other problems when it comes to controller callbacks and the like. Limiting this in the PR directly is probably low effort and could have a significant impact on performance as well, as JAPE performance tends to suffer significantly on large documents.

    you could claim the same for almost any PR, which is one of the reasons we have the section by section processing. I'm still inclined to say "wont-fix" but I'll leave it open for now and move it across to GitHub when I've finished cleaning up the full list of features so thay we can think about it further.
