#34 Capture Images only during daylight hours

My use of FWINK is monitoring outdoor conditions as a
part of a Weather Page. It would be beneficial if I could
limit the 'snapshots' to daylight hours only. At night
there is no useful image.

By morning my webcam is broadcasting only a white
screen. I suspect it is due to the low light conditions for
the long period of time. It requires only viewing the
preview window once to get it going again, but this must
be done every morning.
