#44 Algorithm List Scrolling Too Fine

Scrolling the algorithm list by clicking the up or down arrow scrolls what appears to be a pixel at a time. Clicking above or below the elevator scrolls not by page but by about half a line. Clicking the up and down arrows should scroll by one line of algorithms at a time, while clicking above or below the elevator should scroll past all visible algorithms to those above or below.
