#11 TFTP error

When using a Windows 2003 server as my DHCP server I get the following when booting up clients:

PXE-T01: File not found
PXE-E3B: TFTP Error - File Not Found
PXE-M0F: Exiting Intel(Broadcom) PXE ROM.

However, if I use FOG as the DHCP server it works fine..

I'm using WIndows 2003 as DHCP and setup 66 with IP address of fog server and 67 with prelinux.0.. Not sure what else to try?
