should have a "Delete merge request" option, so the person who submitted the request, who is not a member of the project, and delete (reject) her own merge request should she find later that it is invalid for some reason.

Agreed. This is extremely annoying!

I just pushed a few more commits and wanted to expand a merge request.
The natural way to deal was to file a new merge request.
This supercedes the old one: it includes all that it did, plus more.

I want to delete an obsolete PR, but I cannot.

Still an issue - I created a PR in error, and would like to delete it.
