#803 session.screen0.toolbar.tools leaving blank causes bug

using Fluxbox on Fedora.

When having

session.screen0.toolbar.tools:

empty like the above. Changing the visibility of the toolbar causes fluxbox to crash.

Easily reproducible. Simply have it but leave blank. Simple fix.

sessions.screen0.toolbar.tools: time

Or just put something you don't really care about.

To me this doesn't bother me since I have it hidden but fixes the weird bug of closing Fluxbox abnormally when changing the visibility of the toolbar.
