#4 doxygen .tag file should be released in the installation

In order to have access to doxygen tags when compiling
against FlowDesigner's libraries, it would be useful to
have .tag file in the install directory (ex.
$FLOWDESIGNER_HOME/doc/).

This would help generating doc with doxygen for other
project.
