FLAC's pkg-config files at the moment cause overlinking when linking with shared libraries. The attached patch fixes the pkg-config files

I sent a modified version to flac-dev (only have "Requires.private: ogg" if libflac is built with ogg).
Has been accepted (commit 5da86630bee2336e251f0a140f33332af703c43e).
