System.pas in Delphi XE2 has a function SetLocaleOverride. Invoke this function will cause memory leak error for application compiled with FatsMM4. This problem has reported to in QC#105136
The issue has fixed in Delphi XE3 but not Delphi XE2. Is there any chance to fix for Delphi XE2?

That is a question you should direct at Embarcadero. However, I would say it is very unlikely - usually when a new version has been released no more patches are provided for the previous version.
