#425 cl_hud 1 should be allowed in ruleset smackdown

I do not see any reason to ban it.
Triggers are disabled in smackdown and without them you cannot put any useful additional dynamic data on qw262 hud elements.

Reason to allow it:
cl_hud 1 is requred to make visible jam_menu.

in the commit log, there's a note explaining why this was disabled, first it needs to be looked up

I have checked log - no explanation found.
Yet another pro argument: if you have some important data stored in some variable you can check it with binded command "say_team $important_data#my_channel".
Hud is just more convinient way to see value.
