#228 Request a link on reentrancy

I have described a technique that can be used to make a
reentrant parser in C or C++ with expat.

The technique is general, but I was inspired to write
the article by the expat interface.

I request a link to it so people know expat doesn't
need to me modified to make a reentrant parser for
mulitthreaded programming. They can also get rid of
global variables in any expat parser, even if they are
building a DOM.
