#181 Add expat.h to Windows install

Would it be possible to add expat.h to the Windows binary
install. This header file is public heder file needed to build
other libraries, and it would be nice to have it in binary
distribution (together with libraries). Otherwise source
distribution needs to be downloaded for this one file only.

expat.h is included in the Source\lib\ directory in the
installation. (Where did you expect to find it?)
