#171 GenericValueDoc.is_detailed() is broken

Currently, GenericValueDoc.is_detailed() returns true iff summary_pyval_repr() is complete, when called with the *default linelen*. But this is problematic, because the html writer currently calls summary_pyval_repr() with a computed linelen, to take into account the size of the variable name.
