#77 tar file should put contents in a subdirectory

The current distribution of E spews its files all over
the current
directory, which is a cardinal sin when it comes to tar
etiquette.
Users of tar-based distributions expect all the
contents to be
placed in a meaningfully-named subdirectory of the current
directory (usually the same name as the tar file).
