Hi I found an article in german, which mentions that is makes no sense.
because:
1. if the recipient uses PGP he/she gets the key from keyserver.
2. if the recipient don't use PGP it's confusing
.... and some argumends more.

You may enable automatic attachment in per-account OpenPGP settings, see attachment.
However, I also don't use it since it enlarges messages. Instead I use plaintext email and added a GnuPG comment ("--comment '<link to a website that explains what the sig is and how to deal with it>'") in "Additional parameters for GnuPG" parameter in Enigmail settings (Advanced mode) described here: https://www.enigmail.net/documentation/advanced.php#advanced . My mail body now reads

Where is this menu "erweiterte Emigmail-Itentitäten-Einstellungen situated? On the left part of the left picture I don't have "private". I juat have my four mail accounts. They each have a sub-category "OpenPGP-Sicherheit", but when I click on any of them, "Signatur-/Verschlüsselungsoptionen" comes up with its 3 tabs of which none is the one shown in your picture.
How do I geth there?

Attaching keys by default is part of the Account Settings. You seem to be on Linux; this would be menu Edit > Account Settings. If you're on Windows or macOS it's on menu Tools > Account Settings.
