Make NSIS use Unicode. Deactivate Scottish-Gaelic in NSIS.

This patch fixes the observed problems with missing umlauts and
missing languages in the Windows installer build by NSIS (Nullsoft
installer script). As NSIS cannot parse Gaelic, this patch also
deactivates Scottish-Gaelic in the installer script.

Add release guide/checklist.

A short text document in trunk/doc as a reminder for the numerous steps of a release.
It is not itself bundled in release packages.
