#4 Perl binary not installed to rootfs when selected.

For some reason I do not yet understand, the main Perl binary isn't
installed to the root image if it is selected in CML2+OS. I'm not sure what the cause is. See followup for interim action.

    This is going on the backburner. There is more important functionality to get in right now I think. In the mean time, I'm just going to comment out the perl option completely.

    I think this is working now. Needs to be tested.

    Also, while the perl binary is installed, none of the supporting modules are, and the binary by itself is pretty useless. One step at a time though. :)
