#45 rapid/traverse feed override

rapid or traverse (G0 moves) feed override is standard
on most commercial controls, so emc2 should have it.
The override is similar to feed override but is applied
only to G0 moves.
This is useful especially for dry-runs of new programs
where crashes with machines moving at high speed could
be costly.

this only realy needs to be implemented with 4 settings, Force off (machine moves about 1M/min default or less), 25%,50%,100% (% = % of max rapid speed/velocity), all percentages should be setable via the INI file so user coustumable also. then a 4way switch could be used on a control panel for quick fast adjustment on first runs etc.
