#19 Control f11 keybinding does not work

System configuration:

GNU Emacs 21.3.50.2 (powerpc-apple-darwin7.0.0) of 2003
-11-14 on marx.local
with emacro 2.85

Using control f11 (found out about it after poking into e-
keys.el) produces:

recursive-edit: Wrong type argument: commandp, (progn
(menu-bar-mode 0) (tool-bar-mode 0))

This code has been moved to e-macs.el and e-xemacs.el, as
the 2 editors do it differently. It has also been fixed, and
now C-f11 toggles menus/toolbars on and off.
