Package installer stops working

OSes: Cygwin 5.0 on win2000 and SuSE linux 8.1
emacs vs: Xemacs 2.4.8 and 2.4.11 (Graphical)
emacro version: 2.4.4 (or newer)
After installing emacro on either platform and running
xemacs. selecting Tools-->Packages-->List and install
Command the opening minibuffer displays "opening ftp
connection ftp.xemacs.org...". No matter how long you
wait it will stay this way and lock up xemacs.
This behaviour is true for any ftp related action, or any
other remote package management which invokes ftp.
Before installing emacro ftp based package commands
work fine.
Please let me know if there is additional info is needed.

The only relevant code I see, is under "Remote Editing & FTP
Interface", toward the bottom of the
~/emacs/emacro/e-xemacs.el file.
Do you have ncftp installed?
I'll disable this ncftp code, in the next release, unless I
hear from you.
Unfortunately, I don't have XEmacs running under Cygwin.
Perhaps this is XEmacs compiled with Cygwin support?
The native command-line w32 FTP causes problems with
(X)Emacs, but it sounds like you are running Cygwin's ftp,
instead.
