It appears to fail silently if you select "Register new AMI" and type any of your favorite .manifest.xml image file on S3. No new AMI is created =(
As you would guess, the most likely offender is an API change,
After some investigation it appears that the REST API for registering images has changed so that the "location" parameter is now called "imageLocation". This is a known bug in all but the newest version of boto as well.
