#31 Allow loading of properties which may be in plugin fragments

What a great plugin, makes i18n management so much easier.

When localizing a plugin, often the properties will be
pushed over into a fragment plugin(s) to allow
languages to be added via fragments instead of
replacing the whole plugin. It would be great if the
ResourceBundle editor either detected these fragments
and loaded the corresponding resources. Or, if one
could add properties files to the set in the interface
manually.

This is on my TODO list. I am hoping it will be in the
rewrite version I am coming up with. Unfortunately, due to
time constraints, it may take a few months before it is
released.
