Does it actually generate the values for the keys in the locale specified .Exaample, if key 'test' and its default value is 'This is a test' , and now I want to generate the value in Chinese ,Can this plugin do this? Please sugest

No, the plugin does not "generate" any values. It does not translate any values for you, even though such a feature is on my personal wish list (but not on the radar for now).
You have to create a properties files for each locale that you want to support (the plugin can help with that) and then, the plugin will let you edit the values for each in the same screen.
