#3 Copied Shortcuts broken on a Win98 pc

On one win98 machine, Terry's laptop, on installing E
0.8.9t or an internal successor (for which the
relevant installation code shouldn't be any
different), the shortcuts (*.lnk files) created in the
E installation directory worked fine, but the copies
of those placed on the Desktop were fully broken and
inoperative.
