#172 This patch automatically direct user to permission setup
User are frequently confused when they add a new user
and that new user can not login. Reason? Forgot to
setup permissions. To make this more intuitive, when a
new user is added, the user is direct to the permission
setup page with a custom message to warn them they
need to setup permissions.

My bad, sorry ... I have been updating from cvs for the last
week or so and I didn't see this change, but if you've applied it
before, that makes perfect sense :)
