#31 Support CLI ToolType

OS3.5+ Workbench allows CLI programs to be run from a tool icon if the icon has a "CLI" ToolType. However, this feature cannot be used in a portable manner since DOpus5 apparently doesn't implement this feature.

If this feature is to be implemented, note that the CLI program's output window should remain open after termination until the user closes it.
