As a work subject to copyright law, it cannot legally be modified/distributed/etc without permission. The only thing present in it that might constitute a license grant is "Distribution of this memo is unlimited.", which does not give modification permission. Therefore it is non-free. Is also vague enough that it is hard to say if distribution is allowed by all recipients.
