With PDF now supporting JBIG2 nad JPEG2000 - which are a lot similar in nature to JB2 and IW44, as far as I understand - is DjVu still able to claim that it produces smaller files than PDF?

If only software from LizardTech and Adobe are compared, then DjVu can still claim that it produces smaller files than PDF. This is because LizardTech has a segmentation engine for producing MRC compression, while Adobe does not.
But there are third party developers (apart from Adobe) offering segmentation engines for making MRC-PDF, and these files are as small as DjVu, so DjVu loses the claim.
Given that the file sizes of PDF and DjVu will be equally small in the future, other factors will emerge to determine which format is best suited for a particular application. For example, the Indirect storage format of DjVu makes it a better choice on the web for large multipage documents. On the other hand, PDF has an abundance of useful metadata features that are absent in DjVu.
