Might not be the same thing, but I've seen these symptoms where the SNMP client was not built with 64-bit support. This might explain why Devmon behaviour is different to snmpwalk behaviour. In my case, the SNMP request ID was sometimes greater than 2^32, and was being silently dropped by the SNMP client (MRTG) but not by snmpwalk. Try adding a "-v" to your tcpdump and see if all the failed packets have negative "R=" values.
