the newlib-1.17.1.patch sets the current locale to UTF-8
but:
"mbtowc" in libc/locale/mbtowc_r.c is not seted to "utf8_mbtowc"
and
"wctomb" in libc/locale/mbtowc_r.c is not seted to "utf8_wctomb"
