DbAppBuilder: Rel version 0.3.6 released

This version of Rel -- an implementation of Date & Darwen's "Tutorial D" database language -- allows the user to define databases in arbitrarily-selected directories, permits working with multiple databases simultaneously, and (hopefully!) fixes a bug that prevented user-defined Java-based operators from loading under Windows Vista.
