#6 Nonexistant links still show up and consume fuel

There are two situations where nonexistant links show up.

First when a player links to a planet that does not
have enough fuel to support a link, the planned link
will stay around. This usually happens with links
created right after coloniztion Also if one of the
planets could support the link, fuel will be consumed
on that planet for the non-existant link.

Second when two planets can get links started, but one
runs out of fuel. In this case the link will still
show up in the UI.
