#1 Implement Copyright Infringement Handling

The DAE website should provide a simple way for users to raise concerns about Copyright infringement on the one hand (one-click alert button that will trigger an email and will flag the data), and a fast and efficient way for administrators to remove or otherwise invalidate data that has been proven to be illegitimate.

This should include:
- Website triggers for users (context-aware button) that triggers the appropriate action
- Immediate logging in the database and flagging files for alleged infringement (+ warning message when users try to download the data)
- Complete procedure (Database provenance crawl + cleanup + e-mail warning of concerned users) for removal of data proven to be copyrighted
