#121 Outline Window not always populated

I'm using czt-ide-1.6.0.201301310424-win32.win32.x86_64
When opening files (eg the files attached to previous bug report) they are sometimes displayed in the outline window and sometimes not. For example at the moment TestIndexPrelude is displayed but not TestIndexCZT.
However I'm afraid I can't pin down the exact circumstances - at other times TestIndexCZT has displayed OK.
