#64 --version also runs ctags

I have built ctags 5.5 on cygwin and found that running
ctags --version runs ctags as well as displaying the
version. I have a .ctags file with --recurse in it
which is how I know.

Version 5.4 did not do this and the ec55w32.zip version
also does this.

I admit I changed this behavior because I thought it better.
However, it never occurred to me someone might put something
in their ~/.ctags file which they would want the --help,
etc. options to override. I have attached a patch of what my
fix will be, which will appear in the next release.
