#19 Timed test cases

Add functionality that for specified test cases, a timer
will run looping through the specified test case to set a
benchmark. The benchmark will be machine dependent
and be labeled for the specific machine in a file.
Successive tests will have to run within a certain
percentage of the benchmark for that machine. If a
significant decrease in performance is observed, report
it and fail. If a significant increase in performance is
observed, report it (but dont fail).
