I am really confused about what version is the most up-to-date.
The latest SVN tag is called 261.
In the head of SVN, which should be the latest snapshot, the file "dbPort/src/org/compiere/Compiere.java" claims to be
Main_Version: Release 2.6.1
Date_Version: 2007-05-10
DB_Version: 2007-04-27
Yet in SF we can file support requests for R2.6.2 and R2.6.3 already.
And from the webstore I can download Compiere_263_SP.zip.
So what version is the head?

The latest main release is 2.6.1.
2.6.3 is a service pack on top of that release with additional bugfixes. Please see this link for more information:

If the latest version is 2.6.3, then the head in the SVN trunk should be > 2.6.3.
But as mentioned above, it still claims to be 2.6.1.
Or is it your policy now that we can only program extensions against four months old code?

We do not tag and publish the service pack code, but that it will be rolled into the next release.
You can download the service pack source code from the the web store. You should be able to see an asset "Service Pack Source" where you can download the file Compiere_263_SP_Source.zip
