#2619 Builtin text editor always displays HTML

If I invoke the builtin editor on a text field, the HTML tab always shows up. This is misleading in that it suggests that the field being edited contains HTML, which is not always the case. AFAIK, persuading an innocent user to render plain text in a HTML viewer can be used to start WWIII, so beware. And OTOH valid HTML is often no good for displaying as text.

    The HTML tab is just to view the result in the html. The default tab open is always Text. So, I think the user will not have any issue.

    I also lowered the priority because it is not a bug you cannot live with (that is, until some text misinterpreted as code launches an intercontinental missile).
