It does. But only if the builder's nation is the same as the
player's (which is now hardcoded as French). I think
sometime later it should be forbidden to view a foreign colony
CDS by left-clicking it.

That's because the French are the (supposed) Human Nation
by design. Though you can move all nations only French is
set as Human (data->nation=NATION_FR).
