#42 mb_substr Failure

I have installed the churchinfo app on a LINUX hosting account on GoDaddy.com run PHP 4.4.9 Most is working fine, however, I get the following error: Fatal error: Call to undefined function: mb_substr() in /home/content/n/e/w/newriver2/html/churchinfo/SelectList.php on line 369

Is there someting with this particular version that doesn't recognize the mb_ function?

GoDaddy's support was of no help. They have no knowledge of scripting at all.
